A PNC government will deliver universal primary healthcare and a reformed, audited Tuition Fee Free policy that puts every child in school.

Health

  • Universal Free Primary Healthcare for all citizens, beginning with under-5s and pregnant women.
  • Revive every closed rural aid-post within 24 months.
  • 5,000 new nurses and 1,200 new community health workers by 2030.
  • Three new regional referral hospitals — Mt Hagen, Lae and Kokopo.
  • Roll back PNG's maternal mortality rate through the National Maternal Health Guarantee.

Education

  • Restore Tuition Fee Free with full transparency and direct school-level accounting.
  • 10,000 new teachers, with priority placement in rural and remote schools.
  • Build or rebuild 1,000 classrooms across PNG.
  • A TVET college in every district by the end of the term.
  • PNC Scholarship Scheme — fully funded study with a five-year return-of-service to PNG.
